When installing blue stone on steps, which side is suppose to be on bottom and the top? Rough or smith finished? Does it make a difference?

When you are putting blue stone on concrete steps and at the platform near a door, the platform will be closer to the floor of the house and the first riser will be higher by the thickness of the setting bed and stone thickness. As long as you use the same total thickness of setting bed and stone there will be no change in the riser height of the stairs.
